Tolkien was a proponent of the "Degeneration of History" philosophy. In that the current era will never be as good as the preceding. Because of man's fallen nature, it can never progress like the Liberal philosophies envision.
That's a total opposite of "Whig history" -- the notion that there's a one-way path of linear ever increasing progress towards utopia.

Yep, and I really love how Peter Jackson was able to truly express the sentiment in cinema. Its never actually stated, and the actors never have lines about it. But the scenery and set piece presents it. You have the soldiers of Gondor, so few, fighting among ruins surrounded by statuary of dead kings and heroes long gone. The Hobbits and Aragorn fight the ring wraiths in a ruined watch tower. They sail past massive statues marking the border of a nation that no longer exists. A simple steward sits in an ornate hall before an empty throne in a massive city that is itself empty and crumbling.

To Tolkien, Progress was not a good. It was an inevitable outcome of mans evil. The march of history was not towards Utopia. It was to be further and further from Gods plan. Just as the industrial revolution made goods abundant and life more easy, so too did it despoil the land and give power to those most avaricious and conniving. They built empires even larger then Rome in size and population. Yet these Empires still claimed to be the "New Rome", as if some mythical gone past was the benchmark they were trying to achieve. And achieve it they did not. Pale imitations. Flawed, and corrupt.

To Tolkien, the only way to restore the world is to realize that the World is not yours to restore. Which is why Aragorn became the King. He rejected the Ring of Power.
 
This is absolutely beautiful. It even comes with an excellent easter egg. It exceeded my expectations.
