In order to implement the draft under the SSS, the President has to request it and Congress has to pass legislation authorizing a draft for the system to activate and begin selecting individuals for conscription. It's not something the federal government can do on its own volition.

The issue isn't a wartime draft though, it's a shortfall in peacetime numbers required to maintain the current military posture. That's the problem the rumoured new draft is supposed to fix.

Considering how things are going in Ukraine, I would expect everyone between the age of 18 to 50 to be in the danger zone of the dreaded paper.

It's going to be a false flag event to get as many willing participants as possible. That's the absolute first thing that will happen. A mass casualty event, or maybe even a Biden assassination. They will recruit a decent number of people who haven't learned from 9/11 for that alone.

(Disclaimer: I am not well-read on the events surrounding the Vietnam War draft. This is all just speculation.)

The funny thing is, between this and the aforementioned unfitness of today's population, timing would be beyond crucial (and is probably already being planned out - even more, perhaps the fact it's being openly discussed is an indicator we're in the implementation stage). When the draft gathers enough momentum to finally be rolled out on young adults, it's going to take months to get them in fighting condition. If they're going to prop up some specter, it'll have to be in advance of the actual fighting.

As @kim foxx and @IMadeThisToLurk noted, the managerial class certainly isn't going to put their own on the front lines. They will no doubt lobby against penal units for career felons, too (and, again, their insubordination would push the time table for deployment further). And I doubt placating the conservative recruitment demographics of yesteryear is on the table, either. They will be sent regardless, but disgruntled soldiers are ineffective soldiers and the Pentagon will need to play its cards carefully. I've read the possibility of "service guarantees citizenship" unironically playing out in real life, but I'm not sure the Hondurans and Venezuelans won't get cold feet (was citizenship ever appealing to them, anyway?). The bloc relying on their labor probably won't be happy, either.

tl;dr None of the obvious sources of manpower come without a hitch nowadays. They either hate the government or are [useful to] stakeholders it needs to show preferential treatment to.

So yeah, choreographing a draft is going to be a nightmare, with potentially little payoff. I almost don't even want to know what they have planned to shore up support.
