Have you tried keeping it in the refrigerator?
PTM7950 is better than any paste, and lasts forever when applied, but it sounds like it'd be pretty difficult to apply it in your climate. Graphite pads are inferior to paste, and PTM7950, but they keep forever and are the easiest thing to use.

I've had a huge tube of Arctic MX-4 that was in a drawer for the better part of a decade and it held up.
Get one of the newer Arctics to avoid new old stock, but yeah lots of the stuff that parts are shipped with turns into cement.
