I think one thing we could try is making it illegal to end a lease due to racial discrimination. You should have to prove that you are not moving due to bigotry, and you should have to prove that there are not hateful reasons behind an eviction process. This should apply to both residential and business leases, that way we can prevent food deserts and increased unemployment in already underserved communities.

Zero tolerance policy on crime, build more prisons, and lots of proactive policing in the highest 10-20% of crime areas.
