How do I get the deceased tag?

Is @Feline Darkmage confirmed dead, or did we all just collectively assume they joined the 41%? Feel like they should have the Deceased tag if the former's true.
But fuck, how would we even know? How did we figure out DDC died? How many people haven't logged on in years? Is there even a functional difference at a certain point?
