they're unlocked when you play as master hand and make the jerk off motion over every castle in the game

You unlock them when you feed food to Sonic until he gets inflated. Then in World of Light, you put him and Solid Snake on the same space and they will get super pregnant together. If you take the super pregnant Sonic to the Hospital in the city section where you fight Mii Brawler, he will give birth. Solid Snake will realize the Teletubbies are not his kids and he will have to fight all 4 Teletubbies, plus Sonic, and domestic battery charges in a 3 round fight. If you win, you unlock the Teletubbies as playable characters.
