As long as the content is rare/hard to find, people will hoard it, CP/Porn is produced everyday (and I heard that most CP comes from the family themselves rather than exterior predators), and guess what is harder to find and rarer than porn...
I wouldn't be surprised to know that 4K content of this shit exists.
So they mostly hoard it for as long as they can hoard it, since sites that hold the content usually don't last long. And they upload it to other sites, gaining rep in their communities, leading them to more access to content.
It's a vicious spiral.
Another thing to note is that most LEAs will say "4000 images" for example, but it'll rather be the frame count of all videos.
(example : 10m of 30fps footage is 18000 frames, or 18000 images).
