Yes, chat can be accessed after some time and a certain number of posts. There is a subforum for moderators and a subforum for supporters (they are tagged as 'true and honest fan', as well as a lounge for members that have been here for some time and have a certain number of posts (called top secret inner-circle. Don't worry, you're not missing much).

Don't know the exact number and time, you just get it after being active for a while.
