If it's a person, your lingering gaze is likely to scare them.
If it's a dog, gaze all you want, and if it notices it might come over for petting. The looking is automatic but the looked can feel that you're interested.

Dogs can pick up on a starer's body language and they are more open to being approached by strangers and pet. They will growl or shy away if they don't want to be pet, and approach happily if they do.
Someone approaching for a one-night stand or to start a relationship comes with higher stakes. Try being a hot guy and people will react happier, but because of the stakes it's always more stressful for the women.

The only exception to the dog thing I've seen is city dogs who are trained to ignore strangers. Those make me feel cold and sad when I walk by them.

I'd recommend not staring into an animal's eyes. For most species, this is threatening at best and a declaration of war at worst. You're making the animal uncomfortable in most cases when you stare. You get better results by not acting like a starstruck sperg over cute animals.

Duly noted, and ignored. I can't act like a starstruck sperg over many things in life, so I'll take it where I can get it.
Also there are tricks for different animals, like look at and away from dogs a few times with relaxed shoulders and see how they respond, or give cats distance and if they warm up a little hit 'em with the slow blink (it's like a trust exercise I think, shows you're confident).

I'll note that it is better to look an attractive person in the eyes, they are once of those exceptions to the rule.
