How should we deal with gangs?

Egalitarian answer: We help them with their neighborhoods since the Democrats have been lazy in that regard, help their children by opening up after school programs like sports,arts,music etc so they won't be wanting to roam the streets (which will keep them from growing up as thugs). Make the communities more inclined to better their peoples lives and by becoming more independent instead of gibs me thats. and burying any grievances between them and their local police dept. Helping them get back on their feet hurts a gangs reason for existing because the community will turn on them for destroying a good thing they have going or some gang members won't see a reason to do thug shit if they see a way to get money legally and support their family. Also helping the children will create a decline in gangs numbers later on.

Gangs are just another problem among problems that come with urban environments.
To deal with them nonviolently would be through the dismantling of a good chunk of reasoning behind urbanity and the slums in the first place, so crossing your fingers and hoping for a resurgence of horrifically oppressive Hoover-era FBI tactics is a more guaranteed fix despite the steep advancement into a more unpredictable police state.

Honestly, you have to get them young, gangs offer you prestige, hores, drugs, and an exciting life where you can gain power. Once they're in it's hard to get them out, it gets more difficult the higher up they get and the more blackmail the gain has on them. Give them something to do when they're young make sure they are taught they can make there fortune another way and make their life exciting. Once their teens your pretty much SOL, it isn't impossible but it's insanely hard and insanely dangerous.
Gangs also offer security and a way to avoid getting mugged or beat up. Increase security and policing dramatically and people will lose half their reason to join the gang. the issue with this is you'll be called a racist and the people in the community will riot even if you ensure that every officer/security person is black and or from the community.
It can be solved and it's way to easy to just say fuck kill them all, lord knows that's how I feel half the time, the main issue is that gangs are a problem that politicians love. They create fear and division in the community and do a great job of slaughtering the young men ensuring single-family households. They also make an easy promise since you can just throw money at it and make it look like your trying. They also have this nasty habit of thinking making certain crimes legal or unpunishable will solve the problem, I.E. no prosecution for drug use, prostitution, theft under 1k. This does nothing but destroy the community and increase gang violence.
You can also try to convince the communities that the gangs are not their friends and try to get rid of most poor communities' hatred of snitches. That requires you to own the entertainment industry though and you are on a razor-thin line of being perceived as a helper or a racist.

you deal with prison gangs by imposing permanent solitary confinement on every inmate in every prison and jail, no exceptions.
basically the only human contacts a prisoner is allowed is with guards and other personnel working at the facility. under no circumstances can contact between inmates be allowed to occur.
as for street gangs, there's nothing that can realistically be done to get rid of them. heavy police presence in affected areas can mitigate the damage they do, but that's pretty much it.

label them as terrorists, concentrate them all and make them useful to society.
if they're illegal, we can do whatever we want since the countries they're from are too weak to even know or care.

Gangs generally come about because of a lack of real economic opportunity. If your some fucking hood rat, you know you are fucked in the job market, so you join a gang to engage in organized criminal activity for money. In most places, this means selling drugs.
While I would probably get some laughs watching these gangs getting rounded up, placed against a wall, and shot, another group of gangs would just take their place.
You got to get these retards some job skills that don't involve selling drugs...however that won't happen until the men of certain demographics start raising their damn kids...and I have no idea how to make that happen.

That's a more realistic idea than the idea I came up with a few years ago. My logic was that gangs are so far-reaching that increased police and social programs are a money sink, so might as well fight fire with fire and form a gang of my own, taking cues from 1930s gangsters, with impeccable (yet distinct) fashion sense but equal opportunity (single ethnicity we are not, we'll have whites and various shades of brown), never attacking anyone solely due to their race, and with a strict code of conduct like the Yakuza.
Money is made through selling a variety of "tax free" items and laundered into legitimate businesses, and never anything that causes direct harm (like forced prostitution). Meanwhile, deals are kept with local police departments to stay out of each others' way. Occasionally, we would help the police if it benefited us (like finding a human trafficking operation run by a different gang), and try to maintain good standing with the general public (including community involvement and generous donations...plus we'll take care of the homeless problem
), making us a kind of hybrid vigilante/criminal while "liberating" neighborhoods to bring it to our total control, as we would be a better government than the city would be.

That's the part your missing, the gangs kill off the fathers or send them to jail. It's why the cycle repeats itself and before you ask no the answer is not to lower the punishment for drug crimes. The gang lifestyle itself separates you from your family and glorifies one night stands and having multiple women.

Kill the gang higher ups (preferrably messily). The gang life style romanticizes the access to power, it's sway over certain communities is too great to reverse and causes them to stagnate. The only way to fight against this influence is to create a new status quo.

If you kill the leaders, new ones will step up and set up their own sect. If you don't touch them and instead go after the little guy, it means joining a gang offers no real protection.

I like the Daenerys approach to dealing with problematic segments of society.
On a more serious note, I take the approach (though realize this will never be implemented anytime soon) that the only real way to "stop" gang culture for a time is fear. They need to fear what the authorities will do to them more than the gang life can appeal to them.
Everyone takes calculated risks each day. A young man might be willing to risk several years in jail for tons of easy money, but would he be willing to do that if the punishment was execution? I doubt as many would.
More than that, I think expanding the range of punishment could work too. Deadbeat Dad doesn't care when his spawn does crap, let's make him care by seizing property monetarily equivalent to what his spawn damages. Make it work in reverse too; your kids could be withdrawn from school and or/expelled from college if you offend. You could be damn sure this would bring about some keener eyes on what the family community are doing. If they're not born in the territory, deport them as well to boot.
