In Sikh culture there is this type of ceremonial knife called a kirpan. Sikh's keep kirpans specifically for self defense against Muslims if they're ever assaulted by one. Their religious faith requires them to carry one on their person at all times, which includes open-carry.
Now whenever a society wants to ban something the government deems unacceptable, they tend to be forced to bend in favor of religious institutions should that ban conflict with a religious tradition. For example, hallucinogens are banned in the United States except for in Native American religious ceremonies.
The United Kingdom already makes exemptions for the kirpan, such as the 2012 Olympics where it was allowed. All you have to do to get open carry is convert to Sikhism to the government's face and voila, you have open carry of a weapon that will make any Paki think twice about assaulting you.
