It's hit or miss, depends a lot on weather conditions, water temperature and how heavily it's being fished. You'll get jack shit from the shoreline if people are bombing the water with lures and bait like it's a piscatorial Verdun.
Try brightly-colored senko worms like bubblegum pink or red if it's overcast and the water isn't super clear...got 8 keeper bass on a wacky rig with Nikkos fishing this Saturday. There's a perch Rapala I've got that is pretty solid if they're down a little deeper, it has a second ring that makes it heavier and sink with less jigging. Also do a very slow reel if you're using a wacky rig, just gradually bringing it in.
Also try to hit the areas with a lot of water weeds/lilypads. The worms are great because they sink more than topwater lures and you can work beneath them without getting snagged.
