Uh, body soap and water, I like Tone's brand as it doesn't irritate my skin. I also use Bath and body works.

Menstrual cycles can temporarily flare eczema up, but it doesn’t cause it. That’d be stupid. With proper skincare, the severity of the flare-ups will also lessen. Wash the snack grease off your face.
