Would be a pain but cut enough of the submarine cables and you've shut down most of the internet and what's left will came to a crawl under the amount of traffic.

in the case of America they've got a lot of them though so it will be pretty difficult. Still it's good to know that the internet is just a collection of tubes.

Possible mild powerlevel:

I have seen blackhat and cybersec presentations where people have stated with a fair amount of confidence that there IS a standing method to shut down enough of the Internet that Joe Normie would be effectively isolated. Who has access to it, what the conditions are for using it, etc. are unknown. But there's been a few too many folks, who have some serious l33t skills, for me to just pass it off as a conspiracy or mere rumor.
