You can predict a hurricane and thus pre-position resources to expedite disaster relief/infrastructure repairs, people can evacuate well in advance, and take other steps to minimize the damage they inflict. Tornadoes give you minutes of warning at most. Plus, in Florida and in coastal regions prone to hurricanes have taken additional steps (literally required by statute in the case of the former,) to harden buildings against hurricanes, storm surges, flash floods, etc. and none of those are even an issue, in an immediate sense at least, if you're not a retard and listen when an evacuation order is given.
