Using the live translate function of the Google Translate app:

Front: "The Capital" or "Capital" (it was switching between those two)
Side: "Ministry of Health USSR warns smoking dangerous for your health"
Couldn't get most of the short side to work, but the 60 is the price.

The other side says it was produced in Ukraine: "USSR Food Industry Department U(krainian)SSR" UKRTABAKRPOM would be Ukranian Tobacco Industries. ГОСТ with a specific number is an "all-state" standard for a specific product, can be found on products from USSR and post-USSR countries.

I knew a dude who had a brick of Belomorkanal in his car. I asked him about it and he said it came with the car, he didn't even smoke.

Sadly this was like 6 years ago so they're probably not there anymore.
 
So is it because of Russian tobacco that their cigs tend to be like trying to inhale a combine harvester or is it their filtering that gives them that reputation?
