From what I can see, yes. If the site is legal under Swedish law, ISPs have a legal obligation to provide service under non-discriminatory conditions.

I have no idea how that would play out in practice, but I think the ISPs would at least need more than "we don't like you, sorry" - there would be a legitimate cause for action otherwise in domestic courts.

Works fine through a US VPN on the clearnet but yesterday through TOR I would often get video playback errors. Something about no MIME type found.
Today it seems pretty stable with no video playback issues.
