I can't find much online about gigahost or their trustworthiness.
I am not sure how resilient to complaints they will be, but they appear to have a pretty low-profile Internet presence.
 
Telegram CEO Durov Says App to Provide More Data to Governments (Archive, Archive)

Messaging app Telegram will provide users’ IP addresses and phone numbers to relevant authorities in response to valid legal requests, according to Chief Executive Officer Pavel Durov.

The platform changed its terms of service to deter criminals from abusing it, Durov said in a post on Telegram Monday. The move comes less than a month after his arrest in France, where he faces charges of alleged complicity in the spread of child sexual abuse materials.

The move represents a marked difference from Telegram’s approach to government requests for data and its reputation for lax moderation. The United Arab Emirates-based platform has been notoriously non-responsive to takedown requests from governments around the world, and often ignored requests for information about suspected criminals.

The app, using artificial intelligence and a team of moderators, has now begun to conceal problematic content from its search results as part of its efforts prevent misuse, Durov said.

French prosecutors in August charged the Russian-born Durov in connection with alleged crimes committed on the app. The case portrays the billionaire CEO as the head of a company that refused to provide law enforcement with data to assist legal wiretaps on suspected criminals.

Durov, who has been ordered to remain in France during the investigation, denies the charges.

Under Durov, Telegram has drawn the ire of governments ranging from the European Union to authoritarian regimes in Russia and Iran. It has been used by protesters seeking to organize against the authorities, while also becoming a hub for conspiracy theorists and extremists.

White supremacists in the US, for instance, for years have used Telegram to coordinate attacks on power infrastructure.

The Kremlin in 2018 attempted to block Telegram, only to reverse course two years later after failing to shut down the service. When the ban was dropped, the Russian regulator said Durov had signaled that he would help counter extremism and terrorism.

Durov’s arrest has led to a number of policy changes at Telegram. Earlier this month, Telegram disabled new media uploads, which Durov said was aimed at stopping bots and scammers.
 
His mistake was being French and then entering France itself.

The French Republic has precious few limitations on government power. They enshrine all the rights of Liberalism in their constitution and then a few pages down (because their constitution is huge) they give the Government the power to rescind those rights for the safety of the Republic.

French style liberalism has always been cancerous. The sad thing is it's been adopted by pretty much every Liberal democracy at this point because it allows Republican style governments to act like total dickheads because the people they rule give them permission by voting. That makes it okay you see.

King Louis putting the CEO of telegram in chains until he does what he wants is bad because Louis wasn't elected. But since macron IS elected its okay. Everything he does has the Mandate of the people and cannot by the alchemical perfection of Liberal theory be immoral. To question Macron is to question the collective will of the people who put him power. And that my friends is a threat to democracy.

This round of ICANN's New gTLD program has a program in place for applicants who meet certain criteria. It's called the Applicant Support Program (ASP). If successful, applicants can mitigate up to approximately 85% of the cost of creating a new gTLD ($227,000 without ASP) which will then be theirs to operate as a registry operator.
Assuming all of the business process necessary for The Foundation goes as planned, it sounds as though it could qualify.

I don't know whether this existed for the first round, but there are some interesting words being used to qualify applicants.

  1. What qualifies an ASP applicant for support? What are the criteria to qualify?
    Applicant eligibility and evaluation criteria are described in Section 4: Applicant Eligibility and Evaluation Categories, of the ASP Handbook. Based on the current criteria, eligible ASP applicants must meet financial need and financial viability criteria, and fall into at least one of the following entity categories:
    • Nonprofits, charities, or equivalent
    • Intergovernmental organizations (IGOs)
    • Indigenous/tribal people's organizations
    • Social impact or public benefit micro- or small-sized businesses
    • Micro- or small-sized businesses from a less-developed economy

Their definition of "nonprofits, charities, or equivalent":
The organization must be a registered, recognized nonprofit; nongovernmental; and/or charitable organization with relevant regulatory authority; or must have a current, valid Equivalency Determination certificate completed by a qualified tax practitioner; or alternative criteria to determine equivalency.

And "social impact or public benefit micro- or small-sized businesses":
A social impact business is one whose primary purpose is the common good and whose principal business activity is directly related to accomplishing a stated social or environmental purpose. A public benefit corporation is one created to generate social and public good, and to operate in a responsible and sustainable manner. The entity must also operate as a micro- or smallbusiness.
Previous year financials are expected, but they make some concessions in the event the organization is newly formed.
ICANN has allocated funds for 40-45 successful ASP applicants.
