it means fuck all what the former government set up if that government doesn't exist anymore and the whole point being re-establishing said structure. I wonder if you can understand what breakdown of society and a government unable to act to the point of apocalypse/post-apocalypse actually means...
as @Back me up! already explained (which you conveniently ignored) they don't shoot on sight, they have just way more leeway under your adored ROE. do you also get butthurt about martial law which already overrides certain liberties? are you the kind of guy who whines about looters getting shot on sight (where's the due process?).
can't remember if there was one outside NY or if it was never mentioned, but the dark zone was set up when everything went out of control right after the outbreak and there was no other way to contain it.He's basing the idea on Ross's coverage of the game. Based on what he'd played so far he made the assumption that there was pretty much no point in the quarantine established around NY by the time you as a player are put into the story. Add the whole secret agents in random areas thing, and that you're given discretion to kill random Americans just trying to survive or escape the city, and it really seems like you're doing nothing but make things less stable.
point of the division was always to re-establish communication and control, just with extreme measures under extreme circumstances. first wave was right in the middle right, arguably they were activated too early. the idea is that this will get things on track faster again than just let it run it's course, assuming that the executive branch has collapsed at that point and doesn't have the means to do it or even the ability.
just because you can kill with no oversight doesn't mean you do, not everybody turns into a psychopathic killer if there's no one to stop him (some will of course, but that's human nature), and that would be the same for every previous government official, some beat cop going rambo could hardly be considered "state sponsored".
over the course of the first game you establish a safe base, deal with gangs and other factions etc., all in all things are more stable at the end. you never stop anyone from escaping (not that it matters at that point) and survival only comes up when someone tries to make it worse (like blowing up a power plant) or interferes otherwise.
