If harry potter is "read another book" for one side, is 1984 that for the other?

No, it's a completely different situation. Harry Potter fans keep bringing it up because they're obsessed with it and are always thinking bout it (similar to how in the 2010s bronies kept inserting My Little Pony into everything even when it didn't make sense.) With 1984, it keeps getting referenced because people keep being reminded of it by real life events. It would be like if you didn't really care for Harry Potter, but the events of the book were playing out in real life, you won't not be able to think of Harry Potter every time you see it happen.
 
Harry Potter is just a fun children's book series that people with arrested development obsess over. 1984 is George Orwell attempting to explain to his fellow socialists that they are retarded and through their retardation they will make the world a much worse and incredibly bleak place.
