If you're looking specifically at the current pool of available runners from a statistical point of view then probably not. If you believe that the best runners always have and always will come from there for this specific reason then probably.What do you mean by this? Yeah, I don't think this counts as racist in and of itself (in spite of what the media might be telling you). Similar ideas can however be used in service of actual racism if one fails to take into account all the ways a particular correlation could've ended up the way it did though. For example, I believe that it is at least possible that the average Slav is able to build muscle mass more efficiently than the average Ghanaian. Or even vice versa. But I believe that it is at least possible that, if we were to look into the data, we might find a different distribution between the two populations.
