Ok for those who are worried Im posting this link. Its a couple months old.
A 12-inch water main broke around 10 a.m. on Mies Van Der Rohe Way between Walton Place and Chestnut Street, according to the city's Department of Water Management.

Like I said infrastructure is old. They wont fix or replace it.
Whats worse is when a street floods is it destroys everything around it. It blocks off roads for a bit and takes time to fix.
It eats away at the dirt below the street. It floods basements. It disrupts traffic.
But oh no we gotta have a d.c lock down cause someone said a naughty word!
