They are sending money to these countries which they usually do but not as much as this typically. It has to do with our allies and trade partners that have zero fucking clue on what to do about dealing with the corona virus so they basically need money allocated to correcting it. This is not "free" money foreign aid always benefits the countries that give it. The problem is we never see what the benefit of giving them money is because it is most likely immoral which is generally a good thing overall sort of like profiting off the silk road but you never get caught.
