Well at the moment they probably could get the necessary support in the House and the Senate to remove Trump just to ensure he doesn't manage to do something stupid, and nominally settle the theoretically main issue of "Trump should not be wielding any power right now". But yeah, as you said it's intended for unexpected medical emergencies or clinical dementia. So Pence and probably a fair number of other Republicans aren't exactly eager to invoke it merely because the president is a loudmouthed asshole who pissed off a lot of people including Congress.
