That is how it works in SK. It is up to the victims to make the filings and gather evidence for those crimes (I am going by how Legal Mindset explained it and he is a lawyer who has lived in SK). Those you saw on Johnny-boy's videos being harassed are the ones that file the charges. Even if he is not charged NOW does not mean he will not be charged LATER. The police and the prosecutor might be thinking of ways to ensure the charges stick He is not out of the woods just yet.
But even if he is, I think he will get away with them because of the language barrier and being unable to understand and knowing if they are worth censoring or not.
Except he filmed a video in which he explained he knew what he was doing was illegal and did it anyway. Language barrier defense does not work when you admit you knew what you were doing is wrong.

Even if he were to get the minimum sentence for every crime as a show of leniency, many of the crimes carry a minimum 1 year sentence. And no, what he has done is not minor. He threatened to rape kids, committed acts of terrorism involving propaganda with a country that SK is at war at (and tensions are on the rise) on the train, tried to incite violence (which is why no one gives a damn if he is beaten) and defiled a statue that holds significance to the country even though he knew of its history (like sticking your dick on an open wound). He has done everything he can to piss off the prosecutors.
Korea doesn't typically stack charges, so fines are likely to be just that, a bunch of small fines for each along with deportation. The Korean taxpayer would only lose wasting their money on incarceration.
The statue nonsense was also what caused the witch hunts in the first place, and it isn't setting and example when you have your own citizens doing arguably worse, on a daily basis while livestreaming (the boomer in the video streams too)
No, they won't if they have him do labour. He might be fined and deported but do not assume a prison sentence won't happen. The only reason they did not jail him is because they want to live in SK and pay out of pocket. He has been banned from so many sites and he barely makes ends meet now. His best source of income is to commit yet another crime which will make the situation worse.
If you ever take a look at korean news and see the kinds of sentences they give for rapists and killers and other shit thats significantly worse than what Johnny did, you wouldn't take anything said in these Youtube videos seriously.
There is a chance that man is legit insane and they are being lenient for that. A foreigner doing it is arguably worse.
