.... Is Andy Dick out there giving people HIV... is what springs to my mind. He was around in the height of the HIV rise in the 80s... and would have been partying in those circles. Maybe he gets drunk every day and molests people as a way of dealing with it. In a fucked up way. Hope im wrong though.

Sounds more like State Guard/Militia than NG to me. Not every state has those though.
