They might genuinely be at this point. Venezuela not having much of a response to military buildup makes sense because they barely had any weaponry to begin with, but Iran actually has a decent arsenal and was staring at a multi-week buildup in the face. What the fuck were they doing (unless they genuinely though diplomacy was going to work)
