Yeah those lightweight coats are really only meant to keep you from shivering while you power walk from one heated, enclosed space to another rather than a winter work coat. Would do a bit better than the hoodie due to the wind resistance, but it's still going to be miserable even in good weather conditions without head protection. Still survivable at just freezing, but if this is the subarctic band way in the north, it's probably colder than that by default before you include nightfall and a storm.
