Depends on what you consider ISIS. The group that made all of the loony toons execution videos and propaganda in Iraq and Syria has been reduced to just running assassinations and suicide bombings, the nation state they carved out and military they had no longer exists. The various other "ISIS" groups abroad existed prior to them, they just took up the branding material because IS was doing so well for a period of time. IS-KP as an example is merely a Taliban group that got into a dispute with the main leadership and broke off. They're not doing very well because the Taliban can actually speak the languages of the country and quickly identify outsiders in any village unlike the American lead invasion force.
