There's a TV mast on top of that hill.

Turns out there are only a handful of TV masts in all of Puerto Rico:

EDIT: I have a candidate. You see the cluster of 3 masts just south (and slightly west) of the home symbol on the map above? The one that's the furthest north and west of the three, just north of the town of Aguas Buenas, grid ref 18.27277, -66.11340. Street View is patchy in Puerto Rico so it's hard to get a good view of it, but this is the only one I've found so far that is the right shape - triangular cross-section, tapered to a point at the top:

I gotta go, but I've ruled out all the towers East of that location, if anyone else wants to pick up the trail.

EDIT2: I don't think it's that one. The hillside isn't as heavily vegetated or as steep as the one in Snackie's picture.

Just because it's a US territory doesn't mean they have the same government programs. ADFAN is Puerto Rico's family services. You can call them for Auxiliary Social Protection Administration in case of things like domestic violence. Like any other similar program the calls are confidential and open 24/7. UIE will also start an investigation.

I knew someone would find something as soon as I saw the antenna. Big landmarks like those are dead giveaways.
I did a quick overlay of a topography map over the one that you found. Its not great but usable.

Those towers near San Juan are the only ones in the lowlands most likely due to their proximity to the city. Everything else is at the highest nearby peak.

Edit: After playing around with GPT4 and feeding it some data, it spat out this for me: Given these observations and cross-referencing them with the topography and TV tower map, we can propose that the photo might have been taken in a relatively flat area on the northern side of a mountain range in Puerto Rico, likely facing north or northwest, near a TV tower. This could place the photo in the northern coastal plains or valley areas that lie adjacent to the northern slopes of the Cordillera Central or near the Sierra de Luquillo.
Could be wrong but thats my contribution.
