For some reason, I just received the police incident report dated August 26th from the DeLand police department.

***BWC ACTIVATED***On 8/26/2025 at 2127 hours, Officer Wolff responded to 201 S Amelia Ave Apt. H2 in reference to a suicidal person. Computer aided dispatch advised the reporting party, identified as Kevin "Kylie" Tofano, was calling in regard to his internet friend, identified as Joseph Winkowski.

Upon arrival, Officer Wolff spoke to Kevin via cellphone who stated he observed concerning posts online from Joseph. Kevin stated he had been a long-time internet friend of Joseph's, as the two had never met in person. Kevin stated Joseph often made suicidal statements and began posting on his social media, X and YouTube, stating the following, "JUST BECAUSE JOE WINKO'S SOCIAL MEDIA PAGES KEEP POSTING AFTER HIS DEATH, DOES NOT MEAN THAT HE'S STILL ALIVE." Kevin stated Joseph's social media had concerned him due to him not being able to contact Joseph.

Officer Wolff, Officer Peterson, and Corporal Winland attempted to contact Joseph at apartment H2 which led to negative results. Upon knocking at the front door, no sounds could be heard from inside the apartment as well as no lights were seen through the windows. Officer Wolff was able to contact the property manager, identified as Kimberly Earley, who provided the spare key to Joseph's apartment. Kimberly stated she had recently become aware that Joseph had not been seen in three days. Kimberly stated she attempted to call him multiple times to which he did not answer. Kimberly stated an Amazon package had been delivered to the apartment door on 8/26/2025 however Joseph had not retrieved the package. Kimberly stated she attempted to contact him again in regard to the package but was unsuccessful. Kimberly stated Joseph was known to barricade himself in his apartment in which forced entry was previously made in the past for a wellbeing check. Computer aided dispatch did not contain any prior calls regarding forced entry made by law enforcement.

Officer Wolff, Officer Peterson, and Corporal Winland made entry to the apartment via the front door which entered to the main living room the apartment. The room appeared to have a majority of the furniture items packed away under white sheets of cloth. Officers cleared the main living room and kitchen in which no one was located. A hallway on the south end of the apartment contained three doors, two of which were locked. Upon attempting to open the westside door, Officer Wolff observed multiple large neon colored construction papers with handwritten messages. The messages contained information on wanting to be cremated along with headstone and burial preferences. A brief read of the messages revealed the purpose of the notes to be a makeshift Will. Officer Peterson made forced entry to the door due to the door being locked. Upon inspection of the room, miscellaneous items were found along with a plastic skeleton decoration in the bed. Officers attempted to open the eastside door which revealed it was also locked. Officer Peterson made forced entry to the room where officers observed an unresponsive male lying face down in the bed. Officer Peterson checked the male's pulse and confirmed the male was deceased. Officers observed multiple tripods with cameras facing toward the male's bed, wired to a laptop located on the desk. Multiple photos of a male were printed and plastered around the room along with sheets of paper stating "RIP JOE WINKO 1995-2025" handwritten on them.

Officer Wolff contacted Kevin Tofano once again in an attempt to gain more information on Joseph regarding his internet use. Kevin stated Joseph was known for live streaming video game content on YouTube which often depicted violence. Kevin stated Joseph began creating characters on "The Sims" where he would become obsessed with the characters he created. Kevin stated Joseph also started exhibiting schizophrenic tendencies in regard to seeing people and dreaming of people. Kevin provided Joseph's YouTube channel under "Winko567" which showed videos of Joseph repeatedly talking about a male named "Rolf." Multiple posts on Josephs Instagram show a possible crime scene cadaver photo in which Joseph stated in a caption he named Rolf. The social media posts suggest Joseph may have been obsessed with this male despite not having a connection to the original photograph. While monitoring the YouTube channel, officers observed that the channel was periodically uploading scheduled videos as Joseph had stated in a social media post.

Kimberly provided emergency contact information for Joseph's parents, Paula and James Winkowski. Officer Wolff sent a next of kin notification via main TTY to their address in Wisconsin to notify the parents that Joseph was found deceased.

The investigation was transferred to Deland PD criminal investigations unit. This concluded Officer Wolff's involvement. Body worn camera footage and scene photos were uploaded to Evidence.com.

ETA: Is it all possible to get Joe Winko's a new thread? He deserves a better one.

Walking into Winko’s home must have been a fever dream for the cops. The walls completely covered in printed out photos and weird writings, the tripods, the Ronnie McNutt tribute… and Winko.

Also, is the officer needlessly misgendering ”Kylie” in the report? :winner:
