It wasn't necessarily the doxxing that was the issue, but the way he acquired the information. Using someones voter information to find out where they live is the part the government would be concerned about.

This disclaimer appears on the voter-registration look-up, but I don't believe that they are in the same state and it is very unlikely to be something the FBI or other federal law enforcement agency would bother with. There hasn't been any loss or injury so filing a federal suit would be a costly waste of time (even without a lawyer it costs $350 to file a suit).
