The average cop in Nome Alaska and pretty much every small town in that state is a drunk as fuck loser with a giant rap sheet typically involving DUI and domestic violence who gets to play cop because the good ol' boy mayor likes him and because there's literally no one else to do the job because these towns are miserable, isolated shitholes full of Injuns and Eskimos. Of course there's going to be a bunch of uninvestigation rape allegations there, because often at least one of the town cops is a rapist himself. Canada has more immigrants per capita than any other western country. They love importing oppressed people (ideally not white) to stay on the PC queen brand. It's sometimes hard to figure out what JY is talking about, but I believe he's referring to a private prosecution. That came over from common law. Some US states still have it and some don't. Basically the private person brings the evidence to the court that a crime has occured and Crown either runs with it or doesn't.
It's an old stand-by of crazy people and SovCits and very, very, very few are successful.
Canada rarely intervenes in low level crime. Sentences are an absolute joke. You can kill someone here and be out in a flash; It's a lot of work for police and Crown to take someone to trial for something that definitely won't result in any real penalty. The entire Lower Mainland is in the thralls of a crime wave and an opiate overdose crisis (we're losing lots more people to overdoses than to covid) and so this is especially unlikely to ping law enforcement radar.
