I recall back when he had the media gag on reporting on his shenanigans a few beauticians settled out of court rather than deal with him, which was 100% the plan. He actually had the makings of a decent racket going: small time lawsuits it cost 0 dollars for him to set up against small migrant businesses that weren't comfortable navigating the Canadian legal system. The human rights tribunal totally enabled him too: they initially prevented reporting on the cases, which kept Jon's victims isolated and unable to mount a proper defense. It was only accountability driven by public reporting that brought him to heel. If he hadn't blown his own gag order tweeting about the cases, he'd still be pulling this shit today.
