I believe that at some point, he will attempt to murder someone. A vulnerable woman, most likely. He’s killed a cat, and I firmly believe that he was posting about pet mutilations in his complex because he wanted to boast. He’s a coward, but he will attempt violence. We know that he enjoys harming people and he loves the idea that he can get away with things. And just generally, he’s a fucking weirdo who does deranged and irrational things.

There's no doubt about it. If he's compromised his morality enough to get something out of killing animals, even small ones, then all bets are off. He'll amp it up, slowly, and ease his way into more heinous shit every time. I don't think he's going to take the plunge and Patrick Bateman some hobo in an alleyway tomorrow, but he'll work his way up, all the while convincing himself "this isn't that much worse than the last one, it's fine/just one more, it's fine", things along those lines. I think within the decade there's a high likelihood he'll take a human life.
When someone troons out and cuts off his own cock and otherwise mutilates himself, I'm reminded of Albert Fish and how he would embed needles in his own pelvis. Almost certainly there are multiple dead pets, his or other people's. Unless either one of his parents helped with the clean up, however, I doubt that he has physically murdered another human being. Killed their soul, yes; their body, no. As @Tragi-Chan notes, he's not physically strong or co-ordinated, and he doesn't have much by way of self control or ability to plan for the future; if he did manage to kill someone, not only would he not be able to resist boasting about it, he'd leave evidence all over the place. His mother or father would absolutely have cleaned up after him, but he'd still have ran his mouth at every possible opportunity and given himself away.
