Playing armchair psychologist with my basic understanding of autogynephilia, I would say he combines physiologic autogynephilia (sexual arousal from fantasies about having a woman's bodily function such as periods, lactation, pregnancy) and behavioral autogynephilia (sexual arousal from fantasies about stereotypical feminine behaviors such as sitting down to pee) and the reason why he obsesses over teen girls in school toilets is similar to why many AGPs are obsessed with the teen girl slumber parties they never got to experience - their AGP manifested after puberty, as teen boys they fantasize about being a teen girl and doing things with teen classmates, those fantasies get imprinted and they never stop having them as adults. So 13 year old Jonathan developed a fantasy about being a teen girl in his own school's toilets and adult Jonathan is still obsessed with that fantasy.

People are going to start getting shot over shit like this.
When a court makes such a ridiculous ruling as "sorry, kids don't have a right not to be seen naked by the opposite sex" and some pervy gym teacher starts letting boys ogle the girls as they shower, an angry father is going to end up explaining the error of their ways with a firearm. This crap may fly in a big city, but go on and pull shit like this in a small rural town and see how the locals handle sex offenders.
