@sixthwave and @Cato, can he file in BCHRT over a Toronto-based pageant? I thought those tribunals were exclusive to province. There is a federal Canadian Human Rights Commission and Tribunal, however it only applies to areas regulated by the federal government such as federal government entities themselves, telecommunications, chartered banks, etc.
This is something that would indeed fall under a provincial human rights tribunal, and you're correct that if the complaint is against an Ontario-based organization that he dealt with remotely from BC, the Ontario Human Rights Commission would be the appropriate body with jurisdiction over the matter, not the British Columbia Human Rights Tribunal.
