That's my understanding but also according to the government, Jonny boy and his mom are two different people. If she has all the money in her accounts, he would still be eligible to apply on his own for himself. It's not assumed it's his money. They won't ask about his mother's accounts. It's extremely likely that he would apply for the extra money even though he absolutely doesn't need it. I mean, why not? It's his HUUUUMON RIIIIIIGHTS

Second is municipalities are responsible for building homeless shelters (with funding provided by higher levels of government) but local NIMBY groups are very strong here to the point where Maple Ridge opted to not building a shelter that was going to cost them nothing.
There are other factors that I think also really contribute to it. First there was an excellent post earlier in this thread about the shuttering of mental health facilities that led to a dramatic rise in homelessness. Vancouver is also a major dumping ground for the homeless. Prairie cities ran programs where they would give their homeless one way bus tickets to Vancouver
I wont OT anymore but Anita place was full of scuzzy drug addled thiefs and addicts not homeless. Their shelter got declined because the city wanted people to be rehabilitated, not a low barrier shelter to where they can keep stealing and using. But in classic Canadian fashion they cant see these people have mental health issues and addiction issues that need fixing. Instead theyre perfect the way they are and just encourage it. Like Yaniv and his degeneracy.
