So the car spots have moved. I didn't even know strata could legally do this as you buy your car stall(s) with your unit. Essentially he complained to strata about needling one that is handicap accessible. They managed to convince BMW driver to swap with him. Funny part is that it's on the opposite side of the parkade from the wheelchair door. Like Strat couldn't have found a spot further away.
Could it be a private arrangement between two unit owners/residents? Do you know for certain the direction to change spots came from Council?
My hunch is that is probably the most likely situation. If Council got involved in facilitation that change.... now, that would be interesting and in my opinion an overreach, assuming that your strata plan has parking spots noted as 'limited common property' (LCP) . Any LCP would be noted directly on the Strata Plan and can NOT be changed at will by Council - it would need to go to a vote by ownership at an AGM or SGM for a change.
Although Council has a duty and a responsibility to ownership to uphold bylaws and whatnot especially with respect to human rights issues (i.e., smoking and accessibility), it is a different beast IF parking spots are noted as 'LCP'. A unit owner trying to use accessibility as a human rights issue in this instance does not override the powers of Council in what they can and can not do, which is set out in legislation.
However, it isn't unusual for parking spots in some (usually older) stratas to be common property, so that strata has the authority and jurisdiction to have more leeway to manage them, but if it's truly LCP (i.e., on the strata plan it's assigned to your unit), then that's a different story. Council can NOT change that. And if they were to make an arrangement or help facilitate an arrangement by a private owner..... if I had been on Council I would have urged my fellow Council members to stay the hell away from that and remove myself from that discussion, and have that decision minuted.
The authority of what Council should and should not be doing is very clearly outlined. This should actually work to their advantage when dealing with douchers like Yaniv. In my opinion.

I can confirm that sign has been down since August 8, 2019 (+/- approximately 2-3 days). I drive by it daily, in fact, the pic that was posted in Donald's twitter was one I took. Or it seems to be anyway. If you view my first few posts you can see the pic I took and it appears to be identical, but slightly cropped. I took that photo back in the summer. I drive by that spot multiple times daily. I posted about this back then..... but a quick recap:
Yaniv had those signs in multiple streets in the Fort Langley area. To my knowledge, they were ALL taken down during the summer, with the exception of one sign that still remains on Trattle, but is pretty difficult to find (it's facing St. Andrew's closer to the Fine Arts School). The one near the cemetery and the one on Trattle off 88th were indeed both vandalized multiple times, and both removed. I have it on good authority that at minimum, one resident who owned property very close to one of the signs complained to the Township. Within days of that conversation, the sign was removed. Coincidence or conspiracy?
The cemetery sign on St. Andrews, when it was removed, did in fact have that 'pedo' marking on it, and when it came down I assumed it was for cleaning. But it never came back and instead the new signage replaced it. Was it stolen? Perhaps. Unlikely though. There was NO damage to the sign underneath that it was mounted on.... Did the Township make any effort to replace it? Appears not. Hah. They ultimately replaced it with regular street traffic signage.
He still has one sign up on Trattle. To have one of these signs, you are supposed to commit to cleaning up the roadway (a 1 KM minimum stretch), and commit to cleaning both sides of it once a month minimum. There is paperwork that you can submit to the Township - they request that you submit this paperwork at minimum, once a month. I have NEVER seen Yaniv on Trattle. Not once. I live on these streets.
