While matters such as pets and signage are purview of the Strata corporation, and whereas I am not familiar with BC's condominium act, it is relatively universal across Canada that Condominium Corporations must comply with any statutory requirements as may arise through and form other acts.
As such, service animals, and any associated signage, would and could be a matter of another act, a human rights ruling, or case law which would supersede the authority laid out in the Condominium act.
