It's Kat, according to the marriage license she was born on 6 September 1990. Jenna's life is a disaster so it is touching that she didn't have any kind of theatrics over it, she just wished her big sister a happy birthday.

So they have mild contact at least, I can understand not wanting your sibling to live with you or be close during a situation like this. But at least try to help her get in a stable form of housing, would be interesting to see this current relationship though .

Unfortunately no, Jenna has not mentioned anything about talking to Kat and I'm not even sure how she could - Kat is off most or all social media and they grew up in separate houses after the alleged demon possession so they probably do not even have each other's cell phone numbers. Jenna might remember it because she cares or she might have just seen it on here but either way I doubt she could have reached out to Kat for her 31st even if she wanted.

Idk, I'm pretty sure she just talks about Kat because she lives such a sad life that detractors are the only ones who know she exists, and none of us would if it wasn't for her connection to Kat. I seriously doubt she actually cares.
