That and what would change physiologically to cause a man to experience one, even if that were true? It cannot be the surgery because it's just repurposing existing tissue, so the only thing they could point to is HRT. This still doesn't make sense, but pretending it does, then there's no real reason to undergo the surgery if you can just pop pills and induce the same effect.
