Nah, keep it hardcore. It will force people to actually cooperate rather just go yolo-solo with 5 cures in their backpack.
Scrap armor/weapons/guns/ammo mod on or off
B42 adds that, so we can skip them I think.
Silencer mods, yes or no (and should they be limited)
Maxwell's mod is great for that, you find like 0-2 in a gun shop on normal settings, pretty much never on rarer loot. Tested on like 5+ playthroughs at least. But with bigger playercount I think they're obsolete, even just playing with 1-2 other people makes this game 100x easier.
Food scarcity mod (simulates dwindling supplies as time goes) on or off?
The server will likely die before food runs out anyway.
Off. I like the Bandits mod, but it's very unstable, the bandits are unbalanced because they see through walls, like you have some GPS tracker on yourself all the time, it needs some tuning, reduced spawns and bugfixes mainly.
Bike mod, on or off? (It gives major stamina XP, I think it's a bit broken)
I'm cool with autotsar's bikes and motorcycles.

My own mod collection I use to play with friends is 288 mods, but I know people hate downloading 5 GB of mods. Those are I think the most important one's. It's pretty well curated, updated on a regular basis and tested extensively, but still probably too much for some people. I could link it though.
Normal is too easy. High is probably the best middle ground for density and optimization. Very high/insane could be nice, but with zombie respawn off, I think that's even a better of an option.

There is probably some voice proximity mod. I don't know of any non-glowing voice communicators. Is teamspeak still alive?
