100% and I can't see how anyone could think otherwise. Explosive temper, shockingly stupid even before the paint fumes took their toll, supposedly legitimately believed he was some degree of magic. Special Ed classes with an inability to connect or identify with his peers.

Cobes retardery seems to inexplicably be a source of disagreement in the Cobraverse, but I can't understand how anyone could think he's not a legitimate ree ree. If Clint didn’t fuck up so badly and Cobes tried to be a normal person, chances are you would think he looks odd and something doesn’t seem ‘right’. He would make retarded mistakes at work, which the boss would see as funny or him just trying (if not fire him), while co-worker’s would tell stories of him wearing his boots backwards or how he came into work looking like a Smurf while trying to dye his hair. I wouldn’t be surprised if Cobes doesn’t do laundry because he doesn’t know how and is afraid to ask for help!

He's always suffered with some degree of mental illness. He genuinely believes magic is real and he can control Wendy's ice machines and thunderstorms with his thoughts. It's not unheard of that people with autism share some delusional beliefs with people who are schizoaffective, so there's some wiggle room for debate there.

His intelligence is a little more interesting, because his early videos show that's capable of conceptualizing basic-to-intermediate things and verbally following through on thoughts in a linear way, even when he wasn't taking his medication. He'd still do some boneheaded things but he was capable of reason, understanding why he did it wrong and making some fair points. He wasn't winning any Nobel prizes but he was alright.

The monumental amount of substance abuse over the years has made him borderline mentally retarded. He's done this to himself, or the people who care for him have allowed it to happen.
