The law and policy is made to be wishy washy on purpose. An alkie dies, and if their family tried to blame a place like Albertson's, the store could just say "he was intoxicated and smelled like liquor". By the time push came to shove the CCTV footage would be overwritten and it would just be a he-said she-said. Chances are, they were drunk anyway and everyone knows it. That's only IF someone stands up for the dead drunk, which they won't.
