Most people who aren't into guns are naive and think a loaded gun means you pull the trigger and the gun fires which can be the case but alot of firearms you need to first chamber a round so simply having a "loaded" gun isn't really anything to worry about.

The shotgun's supposed to be repaired after a hairline fracture in the stock was made worse by Josh's attempt to do a Terminator-esque reload. He got it fixed a long time ago, but given how much the guy fleeced off of Josh, I 100% expect the stock to split in half if he fires it even once at this point.
