From what I understand, it's when the arresting party has to confirm with another agency that a person or property is the same as the one in the criminal database. He was probably wanted in another county, and has to be extradited back.

NCIC is a national criminal database used by law enforcement. So they ran him through it and a rap sheet was returned — guessing in this context they are saying he has priors in the database.

Also, with the fucking melon and jowls that is def his mom. Clint at one point thought fucking that was a good idea….
