I feel like Clint tried his best but I completely buy this story that Josh is stubborn to the point of being driven by animal-like impulses. His story about trying to get him to brush and shower and it just not taking and eventually the clock running out and Josh left the house and couldn't be made to do it anymore gels completely with how he deteriorated to this point. Group home might have helped as a teenager, but there's been discussion on the subreddit with some people who clam to have knowledge of the workings of group homes who are of the opinion Josh, despite his overwhelming and quite apparent retardery, demonstrates too much competency to be legally made to live in once.

If I had to guess, he's under no delusions about how retarded Josh is but is willing to bet he legitimately does have a mere handful of "obsessive" haters as opposed to thousands of people casually ridiculing him. Not unlike his son, Clint too is a bit on the delusional end, and I think the idea of people casually yet routinely making fun of Josh is -for God knows what reason- harder to understand than the idea of a group of dedicated haters actively conspiring to fuck with him at every turn.

I guess it bares acknowledging that Clint also thought nothing of going onto a subreddit of said "haters" and, without prompting, freely admitted that his beloved offspring angrily reused to bathe and brush, and often smelled so bad he didn't like driving Josh places because it would take days for the stench to leave the car. So it's a safe assumption he too is sitting safety on the spectrum.
