Can someone please explain the terminology to me? I want to precisely understand what the sperging is about, so please correct me if I am off base here. People tend to be a bit sloppy with the terminology so I get confused.

To my knowledge:
A loli is simply a prepubescent girl in anime. This is morally neutral, as far as I understand. An example is the two sisters from Totoro are lolis. They are not depicted in an inappropriate manner, and are therefore not problematic.
A lolicon is a person sick fuck who gets their jollies from ogling lolis or rendering lolis in inappropriately sexual manners, inappropriate states of undress, and inappropriately lewd situations, and is what people are rightfully mad about. People Sick Fucks like this should be beaten with sticks and then jailed.

Assuming my understanding is correct, I believe the image the newfag above is complaining about is not "over the line," rather it appears to be simply beach attire. This being said, I did not watch the stream today, therefore I may be missing important context. What I suspect is more likely is that we have a new thread-shitter.

Did I miss anything?

So like the spergout in Daddy Jim's thread from last week then... There was a lot of autistic screeching from that stream. I will say, a grown adult, especially a man, using a prepubescent anime girl as an internet avatar definitely makes me raise an eyebrow. Not going to immediately go for the pitchfork though; however, it is corroborating evidence of sick fuckery if the individual goes beyond that.
 
I tried looking for the timestamp real quick but this man's vods are like 7 hours long.
If it's on youtube, transcripts are a thing, so it's not a matter of finding the timestamp but the right video. Do you know which one? He's got a LOT of videos and none of them are about vtubers title wise.

That'll take some explaining that goes beyond terminology. Yes you understand the basic terms.
In Japan, genres of entertainment aren't named after the content itself but after their target demographic. So a boy, like a tween or a teenager is a 'shounen', so manga/anime aimed at that demographic are called 'shounen manga' like bleach, naruto or one piece. Obviously, shows with a focus on teen romance or with a more girly vibe are marketed to girls, ergo they're called shoujo manga/anime etc.

Con is short for 'complex' which the japanese use to describe fetishes or general paraphilic sexual attraction. Pippa is a brocon because she fantasizes about having a brother and fucking him. [insert category here]-con = Person that wants to fuck [insert category here]
Loli is short for lolita, like that movie about a character that is extremely similar to Jeffrey Epstein. It's used interchangeably to refer to little girls. In terms a burger understands: Prepubescent. Little child. If she's old enough to have tits, she's not a loli anymore.
A lolicon is a pedophile who wants to fuck little girls. Obviously any medium that calls itself 'lolicon' genre wise is made for, and probably by pedophiles.

Now to explain why people are up in arms about gura's new model.
First off, obiously Gura's new model is a loli model. She's got a very childlike height-to-head-size ratio and doesn't have tits yet, so whatever the life cycle of her character's species is, she is a child within it. That by itself isn't necessarily the issue though.

The reason people are angry (again) is because her debut stream included several things that are dogwhistles for lolishitters.

The Uooh meme
So in one of those initial promo images, one of the crabs on the left is crying. The cry emoji, or at least spamming it repeatedly, has for years been used as a go-to dogwhistle among lolifags. It's also known as the uooh meme.
The uoooh meme is based off a tweet from a Japanese guy who got banned because of how much disgust he was able to solicit with a single 140-character tweet.

So whenever you see people spamming cry emoji in a chat or xeet, and the context involves a child/child character in any way, that means in plain terms "this child is attractive"
Now going back to the tweet that the uooh meme comes from, you see where he brings up the child's belly? Well Gura's new model has a toggle where she opens her shirt and shows her belly.

Cunny is slang among lolishitters for a prepubescent girl's private parts. It comes with a go-to excuse whenever people call them out for it, where they claim it's just a portmanteau of 'cute' and 'funny', but no, no it isn't.
Vtubers often have a dedicated nickname for their audience. Selen Tatsuki (Dokibird when she was at Nijisanji) called her fans 'Dragoons', Filian calls hers 'Snackers', Camila calls hers 'Cimps' you get the idea.
During Gura's debut stream, she asked her chat for suggestions on how to call them, wrote down the names she liked the most and put them on screen. One of the names she put on screen was Kani Crew. It's a play at the japanese word for crab because in all her art and other visuals, she portrays her fans as crabs. But it's also a subtle play at 'cunny'.

I think the issue also is that anime characters ages and their appearances very often have nothing to do with anything even within their own series.

I'll use Bleach as an example:

In Bleach all of the human characters are like 15-16, however none of them actually look that way, plus the fact they're all high schoolers has literally nothing to do with the plot and comes up like three or four times in hundreds of chapters. It exists solely to market to kids in high school themselves. Additionally, of the main cast, the oldest character among them for a large part of the Anime, Rukia is flat chested and would probably get considered a loli by a large portion of the Kiwi Farms because within Bleach's universe she's flat chested and young enough to pass for a 15 or 16 year old.

Again the nuance here isn't that she's a several hundred year old dead woman, its that the ages of the characters is literally irrelvant to the plot and exists purely because the target demographic in Japan was Japanese High Schoolers.

If you compare anyone in Bleach to say Eureka 7's cast, where Eureka and Renton who are both 15, are drawn smaller and younger, as well as behave younger and more immaturely than the rest of the adult crew, its a pretty stark difference.

Part of the background is that Null, during his time as an admin for 8chan, had to deal with a lot of hardcore lolicons of the extremely unironic variety, who from what he said would constantly try and get away with posting loli hentai and engage in sophistry when he tried to crack down. This led to him taking an extreme stance on the matter that he applies to anything that involves the graphical depiction of characters with what he considers to be underage characteristics. The general "anime" style tends to favor large eyes that allow for more facial expressiveness with less detail needed for the rest of the face, which also results in a larger head-to-body ratio so there is a certain neoteny in character design compared to real life, but it's not necessarily about trying to slip in "underage" characters.

Another aspect is that, in the broader weeb-o-sphere, everyone knows Those Types exist, and people make jokes about it, without actually endorsing the behavior. But on the other hand, some of Those Types try and use that as cover to push boundaries, and they tend to be single-minded in doing so in a way that is more trouble than most people are willing to go to to push back for long enough to make them go away. So for many people, they just try and ignore them and move on.
 
Idol fans breaking into tears while cheering is actually common/meme'd on the crab in question is doing the wotage thing so that's actually passionate cheering.
The blue streams extending to the bottom of the face, while the crab faces the camera directly in line with the emoji, it's a little more specific than just generic passionate cheering.

With this context, If Gura or whatever she calls herself now is giving wink-wink-nudge-nudge shoutouts to lolicons, I judge it to be "pretty fucking slimy". Definitely gonna avoid. Not gonna throw a spergout. What did Kirsche have to say about it?

I went watched that part of Kirsche's stream, definitely an uncomfortable reaction. I'm not gonna lose my shit over Kirsche's reaction, it was about the same as mine: "this is pretty close to the line, if not a little over and it makes me very uncomfortable". I'm an adult, I don't need a whole protracted denunciation.

That being said, now that i know what that emoji is for, it sure seems like a bunch of gura's chatters need hard drive checks.

I can’t stand Blabs at all.

I couldn't either at first due to the voice lol, she sounds like a banshee. But I got over it and quickly realized she's hell of a lot more based and principled than Craig. She also makes a surprisingly good team with kirsche on things, whenever she's on.
