I see something similar happened in 2018.

My opinion would be to narrow it down to the most retarded user of the year, and hold a simple vote.

I don't even know how to do this, so this is a pure shitpost suggestion. But this might be fun.

Normally I wouldn't participate in anything so puerile, but if we exclude halals I feel quite strongly that @Wormy should be nominated for "User who most consistently walks the line between absolute pest and valued poster".
